The creation of Tennessee’s new 9th Congressional District follows a major redistricting effort by the Tennessee General Assembly after continued population growth and demographic changes across the state. Like every state, Tennessee is required to periodically redraw congressional district lines to ensure equal representation under federal law.
During the legislative process, lawmakers debated how best to organize districts around shared regional interests and economic ties. The final map created a new 9th Congressional District that connects parts of the Memphis and Shelby County region with counties across southern Tennessee, bringing together communities tied closely through agriculture, manufacturing, logistics, transportation, workforce development, and small business growth.
Supporters of the new district argued that many of these communities share common priorities involving affordability, public safety, border security, infrastructure, healthcare access, economic development, and government accountability. Memphis remains a major economic and transportation hub for much of the region, while southern Tennessee communities play a critical role in agriculture, manufacturing, freight movement, and regional commerce.
